LIHEAP Energy Assistance: Heating and Cooling Help for Low-Income Households
The Low Income Home Energy Assistance Program (LIHEAP) helps eligible households pay their heating and cooling bills. It also covers energy crisis situations and weatherization to lower future costs.
Who qualifies for LIHEAP?
LIHEAP is a federal block grant administered by states, territories, and tribes. Because states set their own specific criteria within federal guidelines, exact income limits and eligibility rules vary by location.
Income limits (2025)
Federal guidelines allow states to serve households with income up to:
- 150% of the federal poverty level (FPL) — the most common threshold
- Some states use up to 60% of state median income — whichever is higher
- Households receiving SNAP, SSI, TANF, or certain veterans' benefits may be automatically income-eligible in some states
Priority groups
States must give priority to households with the highest energy burden relative to their income, and must serve households that include a member who is:
- Age 60 or older
- Disabled (receiving disability benefits)
- A young child (under age 5)
How much can you receive?
Benefit amounts vary significantly by state, your income, household size, and local energy costs. General ranges for 2025:
- Heating assistance: typically $200 to $1,000 per year, averaging around $500 nationally
- Cooling assistance: typically lower than heating, often $200–$400 per season
- Crisis assistance: emergency payments to restore disconnected service or prevent shutoff — often higher and processed quickly
- Weatherization: some states offer furnace repair, insulation, or window sealing through linked programs
Benefits may be paid directly to your utility company or as a credit on your bill. You may not receive a check directly.
How to apply for LIHEAP
- Find your local LIHEAP office. Visit acf.hhs.gov/ocs/liheap and select your state to find the administering agency and application portal.
- Gather required documents. You will typically need: proof of identity and address, Social Security numbers for all household members, proof of income for the past 30 days (pay stubs, benefit award letters), most recent heating or cooling bill (or landlord statement if utilities are included in rent), and proof of any categorical eligibility (SNAP, SSI, TANF award letter).
- Submit your application. Applications are accepted online, by mail, in person at local community action agencies, or at the state social services office. Application windows often open in the fall for heating season.
- Apply early. LIHEAP funds are limited and disbursed on a first-come, first-served basis in many states. Programs frequently close before the end of the grant year when funds run out.
- Apply for crisis assistance if needed. If you face an immediate shutoff, a separate crisis application may be processed within 18–48 hours. Contact your local agency directly.
